Everywhere humans make particles. Some of the larger ones like dust are relatively harmless since they soon settle out or are trapped by our upper lung defences. Some are so tiny that as gases like water or carbon dioxide molecules they are not much of a health risk at low concentrations. Water molecules become clouds for the necessary water cycle and carbon dioxide may not be as threatening as claimed.
What about the fine particles that are just the right size for damage to lungs? There does not seem to be any safe level so it all depends on your exposure. Large, young, healthy lungs can take a lot of abuse. Children and seniors have less tolerance for particles and thus suffer.
In my opinion, caring citizens should try to restrict the production of not only the fine particulate but of all particles. They would not burn wood, barbecues, candles. They might even restrict household spray cleaners, high heat cooking and perfumes. Outside they would not burn anything from rubbish to marshmallows. They would cut lawns with electric mowers or better yet, not have lawns at all. They would not blow anything around with leaf blowers and would take extra care to wet the winter gravel before raking.
If citizens cared more about reducing particle production soon the industries would also care and our health would improve.
