We should note how Australian cities handle their air pollution. Of course they have an interesting no-nonsense approach to solving problems partly because of a rich history of dealing with convicts. If burning wood becomes a problem they simply ban burning wood. If smokers become a problem they allow their doctors to refuse services to smokers. Solutions are direct and up-front. Surely this approach would offend many who are used to irresponsible freedoms and individual rights. But the health of society must come ahead of the rights of individuals. It is the smokers, wood burners and smoky stacks that should leave town when air pollution becomes a problem.
